Michele A. Cusyck, Village Clerk/Treasurer
Michele began working for the Village of Pulaski on December 13, 1979 as an Account Clerk. She was appointed Deputy Clerk/Treasurer on November 18, 1986 and Village Clerk/Treasurer on May 11, 1988. During her tenure with the Village her dedication, experience and continued education earned her the designation of Certified Municipal Clerk, NYS Registered Municipal Clerk, and Credentialed Municipal Finance Officer. Outside of work she enjoys camping, reading, and being a grandmother.
The Clerk/Treasurer's Office is responsible for the accuracy and control of all official records of the Village, budget administration, general accounting and reporting, payroll, purchasing, forecasting, accounts receivable, billing and collection, human resource administration, and a variety of clerical and financial functions with focus on customer service.
The duties of the Clerk include maintaining custody of the Village seal, books and records, preparing & preserving the minutes of meetings, and maintaining resolutions & local legislation. The Clerk is designated the Records Management Officer, Records Access Officer, Election Officer, Human Resource Officer, Fair Housing Officer, Licensing Officer and responsible for administering the Oath of Office to village officers.
The Treasurer assists the Mayor in developing a spending plan known as the annual operating budget. The Treasurer is also responsible for investments, debt management, payment of vendor claims & payroll, bank deposits and prepares monthly, quarterly and annual financial reports. The Clerk/Treasurer is also the Tax Collector.
The Village Clerk provides notary services to village residents at no charge. There is a $2 per signature charge for non-residents.
The Village Clerk collects for village taxes only.
Sewer and Water Bills
The Village Clerk collects payments for sewer and water bills.
Records Management Officer
The Village clerk is the Records Management Officer and serves as the custodian of all public records for the village, including minutes, resolutions, local laws, oaths of office, proofs of publication, posting of legal notices, and resignations. Copies of minutes and the annual budget are available on the village website at no charge or in the Village Clerk's Office for a fee of $.25 per page.
Freedom of Information Law (FOIL)
Freedom of Information requests are made to the Village Clerk. All applicants will receive a response within five business days. If addditional time is required to fulfill the request, the applicant will be provided with an estimated date of availability. If the request is denied, the applicant will be provided with a written explanation of the reason (s) and information regarding the appeals process. There is a fee of $.25 per page unless records are disclosed electronically. FOIL pertains to existing records.
Disabled Parking Permits
Village residents may apply for either a permanent or temporary disabled parking permit from the Village Clerk's Office. The application must first be medically certified by a professional licensed physician. There is no charge for disabled parking permits
